Help problem with tv out put on radeon ve

🙁 I have a Radeon VE with 32 mb and svideo out which I put on a P3-900 system with 512ram and I have a Creativex2 DVD drive. I have not been able to get the movies to play on my TV but everthing else I have on my computer monitor is properly displayed on the TV screen. Only when I play DVD movies it is blank and no picture appears. I previously had a dvd decoder card and a older graphics card and movies on the tv were excellent. Any idea what I may be doing wrong. I tried to software bundled by ati to play movies and also creative soft dvd player still no luck and btw I have win98 se.
