HELP: Problem with my power supply fan

I have a problem with my PS fan, it won't run! I've had this Enlight case and PS for about 3 years now and the PS fan will just stop running every now and then. I cleaned it out a month ago and it ran uninterrupted for a month before conking on me again. Are there any cleaning methods I should use on this PS so I don't have to clean it out every month for it to run? I'm thinking of buying a dehumidifier cuz it would help elmiate the dust in my room. Any other suggestions as to why my fan keeps shutting off?

1) how about using compressed air to blow out the PSU often?

2) how about replacing the fan? sure, you might get shocked, or kill the PSU, but there's definitely a good chance you could fix it. just get a new fan of the same size and if you don't like cutting wires just pick up some "wire taps" from radio shack.
