HELP PLEASE! Video to TV- best low cost solution? PLEASE LOOK

A friend of mine got himself a dvd player for christmas, and wants to be able to hook it up to his television. What in your opinions would be the best quality, low cost solution? While I would get a geforce for myself, I need to save this guy money. Should I go geforce 2? or can i get a tnt 2 ultra w/tv out and still mantain quality? Would it be cheaper to get a tv card, etc.. please respond i need to do this quick
 
I bought a 3dfx voodoo3 3000 with tv-out, and I must say that tv-out is kinda worthless (I have it hooked up via s-video to component cable, component cable to component input). Text and graphics don't look very good on TV, because the resolution has to be much lower. DivX movies (mpeg4) look acceptable, but when I peer over at my computer monitor, they look much sharper on it. So which is better...smaller and sharper or bigger and more distorted? That's a call you'll have to make. Maybe a DVD decoder card will produce better results (these cards were needed with the older computers that couldn't handle it, but most machines greater than 500 MHz and a decent video card can handle DVDs fine. But some of them do have TV-out, if i remember correctly.
