help - ping & modem ok, but not HTTP

We had an outage 2 days ago; before the outage, connection was normal (3Mbps / 300Kbps).

Ever since the next day of outage, my Internet came back, but has been extremely slow.
Speed tests from several sites indicate my speed as 500Kbps / 300Kbps up-down. So it looks like my upstream is ok, but not downstream.

I've hooked up my laptop directly to the cable modem to eliminate the possibility of faulty router.
The Comcast level-1 tech insists that everything looks fine on his end, and the ping replies are within reasonable range (20-30ms), therefore, it's gotta be something wrong on my end.

I've tried multiple computers and cables. I manage over 1000 Cisco switches and routers at work, and I strongly believe it's something on Comcast's end (if not in their office, something in between)

I'm sure someone's had similar experience; what did you do to have your internet fixed, besides just wait? (I can't wait cause I rely on Internet to do outage work from time to time)

Any suggestion is highly appreciated.
