Help Picking Parts

Hello,

A friend of mine who works in wastewater treatment in a small town asked me to give him 2 quotes (1 Intel and 1 AMD) to build a PC.
The PC will be used to monitor and collect data from remote sensors on the various pumps, lift stations, etc. The program used for this will also have some sort of alarm function.
It must include, keyboard, mouse, monitor, and speakers.
The minimum specs he gave me was: 2.8Hz P4 or equivalent, 1GB RAM, 80GB HDD, DVD Burner, Floppy, 2 Com ports, and XP Pro.
Other employees of the town as well as himself need to be able to remotely log in to the PC from other parts of the town or their home's, and have the ability to remotely monitor and make changes on the PC as necessary. He was thinking pcAnywhere, but I was wondering if XP's built in remote desktop would work?
Anyway the PC must be rock stable and he said not to go much over $800. The monitor has to be an LCD (any size).
I put together a couple of wish lists at newegg, and was wondering what I could change to get the price down as much as possible.

AMD Wish List Comes to $940.37 which includes S&H and $100 labor for me to build it. Intel Wish List Comes to $984.38 which includes S&H and $100 labor for me to build it.

thanks

Well. First of all, "rock solid stable" and cheap power supplies included with cases do NOT go together. Seriously, PLEASE get a Seasonic or maybe that Enhance PSU that keeps getting recommended now. Wattage isn't going to matter as much since it'll be a fairly low powered system anyways, you'll even be fine with a Seasonic S12 330. Second, even though the Intel desktop boards are nice, a Pentium D 820 is both overkill and much hotter than the equivalent AMD (again, not very conducive to rock solid stability). I'd get a cheap AMD (sempron should be perfectly fine) and if you need to save some money then look for some RAM on the FS/FT forums here, since RAM prices have gone up by about 30 percent over the last month and used RAM will still perform exactly the same. Don't skimp on the power supply though.

Two psus that you should consider are the enhance 5140gh for $65 shipped from ewiz and the seasonic s12 380w, if it is silence you seek, slightly more expensive @ like $73 shipped.
