1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
mostly gaming (WOW, any future blizz games, occasional fps)
as a tivo as well.

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
$1000-$1100
3. What country YOU will be buying YOUR parts from.
US
4. IF YOU have a brand preference.
I want to go intel cpu for this build and quad

5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
reusing dvd/cd drives only
dualtv card.

6. IF YOU have searched and/or read similar threads.
yes

7. IF YOU plan on overclocking or run the system at default speeds.
running at default, dont plan to overclock
8. WHEN do you plan to build it?
within the month

I will be sticking it all in a antec p180 case

mostly I want a stable system. I've read the intel motherboard requires 1.8v memory? would an abit ip35 pro or the gigabyte ep35-d3sr series be more reliable/compatible with more vendor memory? and with the q9300 will ddr2 800 speed memory be sufficient?
I've read the duo is better for games but would rather have a quad (unless the difference is huge) which it doesnt look like it. I also want to stay away from antec power supplies(had bad luck). also if the video card vendor is alright? or are the xfx/bfg ones better?

thanks for any input

DDR2-800 is plenty if you don't overclock. It even gives a bit of room to overclock.
The vendor memory shouldn't really matter, but do you need the extras on the DS3R or the Pro? Check out the basic models such as the DS3L and see if it has enough.
No need for the 610W power supply. Get something lower, probably in the 400-500 range would be enough. Then again, at 610W, it's not a bad deal, but I hear PCPnP are a bit loud.
Pick up the Samsung Spinpoint F1 750GB. It's faster. Or the Western Digital 640GB.
Nothing wrong with MSI.
The difference is huge for your wallet when comparing Duo vs Quad. The E8400 costs almost $100 and performs equally or slightly better. You're paying for a quad when in reality, you'll won't be putting it to good use for a while.

Correction- the E8400 is almost 200 dollars.
A I agree, that for your uses, you don't really have a need for a quadcore. The 3ghz dualcore should grab you some more performance.
I also agree with the harddrive recommendation.
I'd go with an asus or gigabyte p35. Looks like a good build, should be fun.

I believe he meant almost $100 less than the quad.
