A factory reset on my Android phone won't get rid of Cerberus.
The only way to get rid of it is by flashing a ROM over it and how many people know how to do that?
I understand we are all hearing hoof beats, but let's first assume they are horsies instead of zebras. Mmmmmkay?

Could be as simple as her not changing the address the phone bill get sent to. If she was living with him, he might have gotten a bill which usually lists all of the calls made.

One can also view tbe phone charges online.

Log into the account and all calls/texts both ways will be listed with timestamp, number and duration.

I do not know if the info is updated daily.

Is this woman someone you are REALLY interested in, or just a diversion? You could always find another woman...the world is full of them.

Settings>security>device administrators - uncheck cerberus tick box. That would stop most of its functions wouldn't it?
No such thing on my device. If you're a thief and looking specifically for "Cerberus" on my device, you certainly won't find it in the app drawer or that settings box that you described.

Also to have cerberus work like that you need to be rooted don't you? It should be pretty easy to just rip out the apk from the file system in that case.
Root not needed. You do need an unlocked boot loader though.

[+] I don't want to root my device, but it has an unlocked bootloader. Can I have the root features anyway?
Yes! You have to install a custom recovery first (google "your device model custom recovery" for more info). Then download cerberus.zip, rename it to update.zip and put it on the sd card. Reboot into recovery and install it.

Its not that im concerned about my safety but this evidently isnt the first time he has called people that she was with at the time and gave them a hard time. Now granted that was when they were dating but the people she was with were business acquaintances or friends. i dont know if he threatened them. So one concern i have is also about her being able to move on with her life without having constant interruption.

Are you looking in the device main settings? If you can't set cerberus as an administrator then it's not going to work. I don't mean in the app drawer or in the app settings.

If you have a custom recovery flashed I could get rid of Cerberus in a couple of minutes. :D

But like you said, at this point we are probably beyond the scope of most street thieves.

actually I'm pretty sure street thieves are out there to just eject your SIM and wipe your phone. I wouldn't be surprised if they know what they're doing with recoveries.

Sorry, I should be more clear, as in street thieves specialize in the stealing of phones, but they pass it to to a shop or something that probably has a more intricate setup to clean out phones efficiently.

If the police won't do shit and he's really bothering you and her, lay a beating on the guy. He'll get the hint.

So, did you check if he is on the account or possibly has her password?

Block the number and be done with it. The police could care less and have more important things to do.

Yes. Cerberus works just fine on my phone without it being listed as an administrator.

There is an uncheck "System Framework" box though.
How many people(or thieves rather...) know what "System Framework" is? :sneaky:

Which I did acknowledge in an earlier post...

Reality is that most street thieves are "opportunistic" thieves, meaning they're just regular "Joes" doing it only because they believe can get away with it.
Such as leaving your phone at a public restroom, forgetting it on the metro/tube/subway, forgetting it on the bus/airplane, forgetting it by the register at the grocery store when you set it on the table to bring out your wallet to pay for stuff, leaving it on the table somewhere at work and another employee swiping it(Yes, we actually had this happen at my job 2 months ago and it was recorded on a hidden camera too!), etc... Those regular "Joes" wouldn't dare swipe your phone while you're looking at it or holding it near you with other people watching.
I'm willing to bet that in 99.9% of thefts in those cases, those thieves won't know how to rip out the apk from the file system or flash ROMs. The worst thing those 99.9% opportunistic thieves are going to do with the phone is a wipe/factory reset. My Cerberus can survive that.

Is it possible that she may still be "seeing" him on some level? Even though my ex and I were broken up for a while, there were times when we would "hang out". He could have taken a peek at her phone. Or maybe they still have a mutual friend that could be feeding him the info.

I personally would settle this the old fashion way and let him have it. If she knows this is going on abd isn't trying to fix it tell her to kick rocks dude
