HELP!! P4 constanly fluctuating

Win Xp Pro
P4 2.4 Ghz 533FSB
256M pc133
ecs p4vxasd2+ (motherboard)

Here is the problem. I've just reinstalled XP. WHen i go to the task manager under performance, the Cpu History box shows that the CPU is Constantly and consistantly going from 0% usage to 20% usage even when no programs are installed.
It looks like this :/\/\/\/\/\/\/\/\/\/\/\/\ ect... It wouldnt seem like a big deal but on video playback when ever the cpu peaks the video will freeze for a split second every second. Please help!!!

IDE Driver installed and Drive set to DMA? Check and post this in the OS or technical support forum. This has little to do with Overclocking or CPU's.

This should be simple, just check the process that is causing the spike via Task manager, and if it is in the kernel, use the perfomance monitor to identify what is causing the spike. Again, the Tech Supp and OS forums will be better able to help.

I ran into this issue once. I actually still had an Intel the last time I had CPU fluctuations like that... Hmmm....

Seriously, It actually turned out to be a program that was running in the background on my machine. Something my roommate accidentally downloaded that kept running and running all the time. Have you installed any new programs recently?

start>run>msconfig
disable anything from starting u that you dont want
(theres sometimes backgraound things that u dont see)
