Have you tried any higher? Prime95 stable?,...memtest86? BSOD?
From my personal experience with the Winchesters I have played with, they will almost all go to an FSB/HTT of 262 or there abouts. I think you should be able to get some more out of it.

Determine your maxed for everything.

First test for highest HTT speed, then highest CPU speed, then highest RAM speed.

Follow Zebo's OCing guide which is a post or two above yours.

I'd run 12 hours of Prime 95 on small FFTs. If you can run that without it failing then you're pretty stable. I doubt you'll go much higher than where you are now. 1.6V on Vcore is pretty high for a Winchester. I wouldn't go over 1.55V myself. These CPUs should be able to easily handle a voltage load of 10% over stock. Any more than that and you're taking chances.

One nitpick - A 3200+ @ 2.45GHz does not equal a 4000+. It's equivalent to a 3800+. A 4000+ has 1MB L2 cache and your CPU is only 512k, as is the 3800+. Nice overclock BTW ;)

I ran SuperPI 32mb and memtest86 both fine and stable, and my 3200 winny does beat a 4000+....do i have to prove it :(
