Have you tried any higher? Prime95 stable?,...memtest86? BSOD?
From my personal experience with the Winchesters I have played with, they will almost all go to an FSB/HTT of 262 or there abouts. I think you should be able to get some more out of it.
I'd run 12 hours of Prime 95 on small FFTs. If you can run that without it failing then you're pretty stable. I doubt you'll go much higher than where you are now. 1.6V on Vcore is pretty high for a Winchester. I wouldn't go over 1.55V myself. These CPUs should be able to easily handle a voltage load of 10% over stock. Any more than that and you're taking chances.
One nitpick - A 3200+ @ 2.45GHz does not equal a 4000+. It's equivalent to a 3800+. A 4000+ has 1MB L2 cache and your CPU is only 512k, as is the 3800+. Nice overclock BTW
