I thought extended memory pertained to "swap" (i.e. window's swapping file). There are settings somewhere in the control panel (system possibily?) which allow you to change window's disk usage. Basically let windows automatically do this and not have it manually set to some value. You might also just need to clear up some hard drive space to fix this as well. How much free disk space do you have on your windows install partition?
 
When you see the Starting Windows 98... text (it happens very fast, right after the BIOS beep), press F8 and choose Command Prompt Only.

Run MEM and see how much Extended (XMS) memory is free. If it's 0, then your HIMEM.SYS file may be damaged.

A totally full hard drive will give that kind of error also.

I've seen similar errors in systems that ended up needing to be wiped and reloaded. If there are a lot of cards in it, pull them all out, or disable onboard items, and just boot with the video card in, and see what that does.
 
redbeard1: You shouldn't have to wipe the entire system. If you have another partition or another hard drive, you can actually tell windows to move the swap file to that location instead of the default install partition/drive. But I agree with you about trying to remove the other cards, if he has a lot of free disk space on the install partition/drive.
 
More often than not, when similar errors like that comes into the shop, it is a bad thing. It usually ends up that something other than hardware has corrupted windows so it can't load anything but safe mode.

You could try using msconfig when your in safe mode and turn off the various things that are starting up, you may be able to isolate what is causing it to crash.
