help newbie publish webpage what software?

Ok, I've activated my webspace with my ISP which is rogers
(they took over after @home collapse).
I supposedly have 10MB available.
What to do now?
Somebody suggested to me to use NETSCAPE publisher(part of communicator)
as a newbie friendly tool to design and upload my page.
But the very thought of netscape makes me sick.
Is there another dummies type program that lets me design and
upload my page ?(nothing fancy I just want to put some pics there,
and maybe couple of small apps for others to download).

I actually like yahoo pagebuilder for newbies, otherwise dreamweaver is love :)

I like it , but it lets you publish only to geocities.
What if I want my page to be at rogers?

I started out with Frontpage LE which is free. I've moved up to dreamweaver, but there's really no difference in basic page design, the only advaced features in dreamweaver that I use regularly are the automatic scripts for rollovers, which basically save me a whole cut and paste.

FrontpageLE where did you find it?
Microsoft has only trial version of frontpage2002 for $14.95.

Hmm, I guess they don't offer it anymore, probably due to those pesky monopoly suits... at any rate, if you have windows 98/SE, you might have it on your computer already! Check the accessory menu on your system.
