Help... new video card won't work

I just finished building my first computer, but I can't get my new Visiontek Ti4400 card to work. I had to use my old 16mb card to set my new computer up. I tried the Ti4400 with my old monitor and with my new monitor I just got today, but it doesn't work. I have always double checked the connections and checked to see if the card is seated properly in the AGP slot. Is there anything I can do besides hope to get a replacement? I know that Visiontek has a lifetime warranty. I really doubt that I damaged the card during installation. I wore an anti-static wrist strap and handled it very carefully. Is it possible for video cards to be defective? Do video cards usually have drivers intalled on them before you use them? I can't install any drivers on it yet since I can't even get to my Windows desktop when I use it or read the BIOS or POST screens. What should I do? Is it really broken or does it just need drivers? Thanks for any advice.
 
You are saying your computer will not post, meaning won't even boot up to get to BIOS , right?
Certainly not a drivers issue at that point.
What you describe will happen when there is NO video card installed, or a card is installed but (as you say) not seated correctly, or defective.
Since you can't get your second system to post with this card, sounds like it is defective. Before returning it though, I wou definitely make sure you have pushed it solidly into the AGP slot one more time.

I probably didn't explain as well as I could have, but the computer does boot up and gets to the BIOS and POST screens. It's just that the image quality is so distorted and poor that nothing is readable and after the POST screen appears, the screen goes completly blank. I have defintely pushed it in the AGP slot as hard as I can till it won't move further. Any more ideas?
 
So the computer runs normally with your old 16MB video card, but the screen is unreadable with the new card?
The card should work better than that with just the drivers that are native to Windows.

Have you tried booting up in safe mode to see how things look?
You might do that and check for incompatibilities in Device Manager.
 
If the basic windows are beyond readable on both monitors, I would say either the cards refresh rate is beyond the capabilities of the monitor (doubtful on a new monitor) or the card is defective. I would also suggest using the BIOS to setup optimal settings or default setting just in case something in the bios is wrong for you card. And is the splash screen normal or is all fuzzy after the bios post?

P.S. you should also de-install your old card anytime you are upgrading to a new video card. Sometimes the old drivers and refresh setting are wrong for new cards and sometimes windows isn't smart enough to figure it out. If this is the case, start windows in safe mode and go from there...
