Help...new e4300 rig keeps shutting down

Hi, I just put together my new system and it keeps shutting down while I'm trying to install Win XP...here are my specs:

core 2 duo e4300
gigabyte ds3 mobo (rev 1.33)
2gb ddr2800 ballistix ram
evga geforce 7600gt video card
serial ata 160gb maxtor hd
samsung pata dual layer burner
ultra V-Series 500w power supply (shouldn't this be enough to power this system?)

At first, when I powered on, the cpu fan didn't start, then i noticed it took like 5 seconds into bootup for the cpu fan to turn on. I started to install windows xp professional and as it was copying files, it just shut down. What could be causing this? Please help I just spent a lot of money and I need this working!

im no expert but i would guess memory or the power supply
 
Power supply would be the cause of that. Its plenty of power, but it probably just a bad PSU. Memory would not cause the the cpu fan to be slow. Also reseat your cpu it could be getting hot and restarting, mine did that when i installed a 7700cu on it.
 
Hi Slickr4. The CPU fan on a DS3 mobo does not start immediately upon cold boot, but rather with a several second delay once socket temp reaches a certain threshold. Annoying and scary to be sure, but I believe this issue has been discussed many times in the past. Maybe confirm this with from someone that owns this board.

Your PSU is a disaster and is not going to cut it with only 28A on the 12v rail. Forget the total wattage. 12v Amps are the most important. In this day and age with today's video cards, you want close to 40A or more on 12v. Yeah, they cost a tad more than $50 too. Here are some suggestions:

OCZ GameXStream 700W
Corsair 620HX

Lastly, I noticed you haveCrucial Ballistix RAM -- which requires a higher vDIMM than the 1.8v standard. Please check your DDR voltage in Bios and make sure you are using 2.0v or 2.1v and not leaving it set to Auto.
 
I've got the DS3 motherboard, and if you leave the CPU fan settings to Auto, the fan will only kick in when your CPU reaches a certain temperature. If you disable the fan settings in the BIOS, your fan will run full tilt from start-up to shut-down, with no delays upon powering up.
