HELP needed with vcore readings....

I have enermax 431 W...my epox mobo when maxed out should have the vcore reading 2.14...my second to the last jumper was showing 2.04...i went to the last jumper to max it out and the bios is only showing 2.04....the same as the jumper setting before that. What's wrong...is it the mobo or Bios?
