HELP NEEDED ON How to properly formatting second hard drive with operating system on it.

I decided to install a second hard drive to my system with has larger capacity. I want to use it to keep My captured home videos. Right now it has WindowsXP on it. I installed it. My system recognize it with no problem and all the windows files and folders are there. When I try to delete them it only let me delete certain file. Right now the only folder that it won't let me delete is the Windows folder. I keep getting error telling me that other utilities is using this drive. It will not let me format it either.
What is the proper way of formatting it. I want to make the drive empty so I can save all my home video there.
