HELP!...need quiet fans for my LeadTek video card=( =( =(

Looks rather proprietary to me. I'd be willing to bet those fans are 5-volt fans, like many video-card fans are. A couple of ideas:

1) ditch the fans completely and get a Card Cooler to blow air in from the side
2) try reducing the fans' input voltage to 3.3 volts and see if they'll still start and run
3) measure the fans and see if, say, a 40x40mm fan would take their place, even if it sticks out a bit
4) take the fans off and zip-tie a quiet-running 80mm fan across the heatsink (this would probably take up a couple of adjacent PCI slots)
