Help! My PC is all messed up!

I just installed an internal DVD-ROM drive. Hard Drive is the master on IDE channel 1. No slave. CDRW is master on IDE channel 2. I set the pin on the back of the new DVD-ROM drive to slave and plugged the slave plug from the CDRW's IDE cable into the back, gave it power and turned on my PC. My monitor sits for a good ten seconds waiting for video signal before the bios screen finally comes up. My XP2400+ mobile is back to 600Mhz. I went into the bios and set the multiplier to 12 and the bus to 200. 1.75 volts as usual. Memory at 400. Save and exit bios. Monitor sits waiting for ten seconds before the bios screen finally comes up. CPU still at 600Mhz. RAM at 100Mhz.

What on earth is going on?

I hate when that happens! This is what I would do. Disregard if you have done so already.

1. Remove all the optical and hard drives.
2. Attempt to restore the original BIOS state wiith none of the drives in the computer. If successful, next!
3. Make sure there is no "Cable Select" option inadvertantly chosen.
4. Inspect all the ribbon cables going to the drives. It is rare but they can cause grief. Replace suspect cables. Onward
5. Double check the jumper settings on all the drives in the strong light of the kitchen.
6. If you can get your computer back up to speed without drives, put the hard drive back in and test.
7. Install one of the optical drives. It shouldn't matter if the Master or Slave is installed first. Test OKay, go to 8.
8. Install the other drive. and see if everything works.

If all your drives are good, the cabling is good and connected properly you should have solved the problem. If not, you should have localized the problem.

I did a little trouble shooting in the bios. My computer now absolutely will not accept any multiplier lower than 13. It'll take 13x180. But won't take anything higher than 180 bus speed. If I try over 180 bus at 13 multiplier or try anything under a 13 multiplier it resets to 600Mhz (6x100) with 200Mhz ram. Until installing the DVD-ROM drive it had been running 12x200 at 1.75v Prime95 stable @ 45c full load for a week. What on earth is going on?

By the way. I have now returned my PC to its pre-DVD-ROM drive incarnation.

Please help. I'm hardly a noob, but I'm at a complete loss.

Try setting the cmos jumper to clear and remove the cmos battery. Leave it out for at least 4 hours or overnite. Put the battery back in and put the jumper back to normal. Reset your bios and see if this works.
 
I switched the jumper to clear the cmos and pulled the cmos battery and left overnight. No dice. System still won't accept any multiplier less than 13 and won't take a bus over 180. If I try under 13x or over 180Mhz bus the system comes up at 6x100.

Help?

what kind of power supply do you have? have you tried unplugging the power from all of your optical drives, and hard drives and trying to boot up at higher speeds that way? If you have more than 1 stick of memory, have you tried with just one?
 
I have a 360 watt Enlight. I don't have enough power hungry cards and drives for that to be the problem:
