Help my gf get a good cell phone plan for SoCal

She'll be goin out to Cali for grad school soon - she's needs:

-best price
-lots of anytime minutes
-free night and weekends
-concerned about calling people on the east coast (time zone difference) / whats a way to get around this without chewing up anytime minutes?

We just looked at TMobile, Sprint, Cingular, Verizon, AT&T, ahhh! too many damn cell phone companies
