Hi there yes I did mention he did change the PSU and same issue so we know its the CPU for sure now. He even put it in another system and same issue.
I will ask him if he needed to provide proof of purchase, I highly doubt it since the intel rep just told him to send it back.
infact according to him, intel seems a bit anxious to get his i5 back quickly they even offered to cover the shipping etc.
