HELP!! My computer won't turn off when on STANDBY

I have XP Pro, all my connections are correct, but when I go into Standby mode, the screen goes blank and my LCD says it doesn't recieve a signal, but my fans still go. Is this normal or maybe my fans are not connected right? Is there certain settings in the BIOS?
 
Perhaps you are thinking of Hibernate instead of Standby? Hibernate saves the contents of your RAM to your hard drive and shuts the computer down completely. As Operandi said, Standby only puts your computer into a low-power state.
