Help! Missing Device Manager in Windows 98

I've got a customers machine, a Dell GX 240, and he has NO device manager. If you right click, then go to properties all that is there is "General" and "Support" tabs. There is nothing with device info.

Again this is Windows 98. I ran the SFC command to repair missing or lost files, but that didn't fix it.

Any suggestions?
