Yes, they have to make sure the vechile is safe befor they sell it to you, due to warranty. (they don't have to clean or oil it, but it would be in their interest to do so)
Check out the van early Sat morning, and last week of the month (this is when the sale men hungry for customer).
Find every little detail regarding the van to complaint bout, and remember to mention the faults when you are doing the paper after.
Tell them that you saw another van at a competion dealer that is similar to the one you are looking at that is cheaper, and you are weight/comparing your options.
Bring a friend for a second opion (it is best to have a second set of eyes ears to look out for the flaws.)
If you play the game right, you might be able to get that van for $9000-9500.
I use the tactic above to save myself a good chunk of money on my current car.
...2 years a go I bought an excelent condition 1990 Taurus for $2000.00 (with all work papers, new tranmission, and a set of almost new tires on rims). It was a private sale and the car was well under priced...the owner was asking $3200.00 for it. (I saw 2 similar model, same year at the dealerships, and both was in much poorer condition priced at $4500 & $5000.)
Don't be a sucker...You are the customer and they need you it is not the other way around. And, please don't tell them how much money you could spend, when they ask you how much & at what price rannge you ar looking at, becaues they will use it to rape you.
