Help me with 2k8R2 RDS - Terminal services licensing

Dealing with Microsoft licenses seems aggravating. I'm trying to understand what I need in regards to terminal services/remote desktop services(or whatever they call it now). I'll be migrating a 50 user 2k3 license from a 2k3 VM to a 2k8R2 VM. Though I seem to understand that this license will only work for 2k3 servers. So now I need new licenses.

So basically I'll have a 2k8R2 license server provisioning to a 2k8R2 RDS host for maybe 20 users. Do I need a TS license and 20 user licenses?

Explanations appreciated!
