Help me troubleshoot a PC build that won't boot

Hey guys. I need some thoughts. Let me lay things out there and maybe someone will have some ideas.

I acquired a known good Dell XPS Studio 8100 from my work place as it was being replaced. From it I took the CPU and motherboard (DH57M01) which I transported in static bags. Why did I do it? The stock PSU was only ~300w and there wasn't adequate space for a decent video card. So I installed these in a new CoolerMaster case.

After installing near bare minimum, (PSU, Mobo, CPU, RAM, aftermarket cooler and a fan) I decided to check my progress.... Only power, DVI and keyboard are connected.

Plugging in and powering up I get 5 beeps from the POST. I was unable to find whether or not its supported but I have 2 8GB sticks of DDR3. I do understand that the mobo supports up to 16GB but am unsure if it will take 8GB sticks as it has 4 slots. I take both sticks out and I get 2 beeps from POST and I leave one in and no beeps. To my liking the BIOS load screen appears. Unfortunately though after 30 seconds I realize its frozen. This happens every time.

After trying numerous things, I take the CMOS battery out and leave it out. I end up letting the PC sit for a few days. So I reinsert the battery and find the symptoms have changed. The BIOS load screen now loads anywhere from 33-50% before the system reboots and starts the process over again stuck in a loop normally I see everything in the case power down within 3 seconds or so. Where I was previously unable to load into the BIOS the other day, I am now able to get in. Inside I find that the mobo does see my RAM as 8192mb. I reset the BIOS to default however the power once again turns off and the PC restarts. This happens every time I load into the BIOS. The PC seems to reboot within 30seconds while in the BIOS.

The obvious thing to look at now is the power supply as I seem to be having some power issues. Lazily, I disconnect the PSU and set my other desktop side-by-side connecting its PSU. I power up and its the exact same symptons. Fans stop spinning and the mobo light goes out for 1-2sec before restarting. Likewise the PSU in the troubled PC powers my good PC just fine. Both PSU are Corsair 750W Bronze.

Summary:
Frankenstein build, PC reboots in BIOS and on BIOS load screen.
Probable hardware issue
-NO HDD, NO video card, NO DVD drive


The system is a LGA1156 so if either the mobo or the cpu is bad I'll probably closet the system until next year seeing as I don't want to blow money on old hardware. My best guess is the mobo. But I'd rather not leave it as a guess. Any ideas guys? I apologize about the length of the post.
