You want a guaranteed overclock, use the pin mod. I bought a used e4300 with the 1066 pin mod, and it increased from 1800 to 2400 without affecting the voltage or memory settings. I just found the 1333 pin mod post, so I may try it later. Best, most stable overclock I've used, and my board is for a compaq pc, so it has no overclocking adjustments in the bios. Sorry I can't post the link(s); still haven't learned; mine never work. Do a google or yahoo search for "cpu pin mod". You can use copper tape or the solution for rear defroster kits, available at auto stores.

DONT do the pin mod if you have an IP35-E, you don't need it.
If you want 3.0Ghz, almost any C2D-class CPU will do it. I have a pair of E2140s running at 3.2Ghz in P35-DS3R mobos.
A Q6600 or Q6700 only needs DDR2-800 to reach 3.2Ghz.

You could probably get by with the stock cooler, but your temps are likely to be pretty high, and I wouldn't expect it to be quiet. If you have any plans at all to go past 3.0 GHz I would go with a good aftermarket cooler.
