get a small desk fan. Put it in the network room, aimed at something so that it looks as though it is boosting the cooling for it. Run the cat5 line that he uses right by that fan, within the magnetic field. Presto- he gets dog-slow network connectivity with lots of errors whenever you turn on the fan.

i doubt that would work as good as you think it would.

limnit him to 56K, and make sure your TOS says you can suspend it indefinitely for bandwidth abuse..

problem solved..
