first question:

what do people usually use for a MAME computer. I have a 20" TV lying around that I would like to use. Can i use this on a dedicated MAME machine with a video out card? or does MAME run in DOS

How about just using an xbox? There's a mame .iso floating around for it that's bootable, very cool.

Why not just use MAME32?

Also a TV would give you a more classic look than a pic on crisp monitor wouldn't it?
Though an LCD would be easier to mount and rotate.

too bad mame is in Japan or he would be glad to help you out. I am starting a mame project in December. I have an old p2 366mhz that I will be using for it with 256md ram running win2K. The machine dosen't have to be all that powerful so any old machine will work just fine. A small and quite machine will work good too. Check out the small form factor forum for ideas.

I would like to build a stand alone arcade style mame box also. I just don't have the space for one at the moment.
Looks like the arcade style controllers are the most expensive item in the build.

Built mine into a Shuttle XPC and display it on my 32" Toshiba Flatscreen.

Oh, I guess you all (and OP) are just talking about a PC to play MAME on, instead of an all out arcade MAME cabinent. BTW, there are many websites on how to build one from scratch or with an old cabinent, and several companies that sell pre-built cabs.

And while you don't need a fast PC to play the classics in MAME, to play any of the newer games, you'll probably need something faster than a 366. See
this.

Retrogames is a really good emulator site. I used be into emulators and read this site about every day. Unfortuntately I haven't had time in the last couple years to do anythign with them. The Vintage Gaming Network and aren't bad either.MAMEWorld. Build Your Own Arcade Controls site.

A pre-built cabinent company I haven't seen before. Check out the Mega cab. Wow!
