make sure you have the latest drivers for:

motherboard (northbridge, southbridge, agp drivers and whatnot)
hard drive

doing a fresh install of windows helps...
defragging your hard drive helps...
making sure there are as few programs running in the task manage as possible also helps.

I definitely agree with closing as many programs as possible. Close explorer and try executing it out of task manager, then close task manager too. I think that helped bumped mine up a couple points. 9000 would be great with a Ti200. I have to OC my XP1800+ up to 1.62 just to break 10,000, and I have a Ti4400.

The 23.11 drivers are the only ones that are stable for me, it has something to do with my mobo. Also if you look at the my scores, the pixel shader and fill rate is really low. Is there a way to fix that?

perhaps you should do a reformat.... helps clear all the clutter out, and it may solve some of the driver problems youre having.

This was on a fresh install. And my ram can't go any higher, if I could higher it just locks up. I've been able to update my drivers, but it didn't help one bit.
