HELP ME PLEASE! Video is scrambled

I just installed an RBX block on my P4, a Maze 4 GPU on my 9800 Pro, with a 2Fresh heatercore and a 12v pump. I leak tested it overnight, and got no leaks. I installed all waterblocks with the utmost caution, and didn't scrath anything or break anything off. When I turn on my PC, the video on my monitor is scrambled insanely, but you can barely see what it says. Can I fix this problem, or will I have to RMA my card? Note again, I installed everything carefully, AS5 on the CPU and GPU, and no leaks at all. It won't boot into Windows at all, it shows the XP screen loading then just stops at a blank screen.
 
Since that RBX runs off the Computer PSU, what rating does your PSU have?

Also, how close to the PC is the PUMP?
 
What are you talking about? The RBX is a water block, it draws no power. My PSU is a 470w vantec stealth anyways.

The pump is inside of the PC of course.
 
What about the 12 VOLT PUMP?

Do you have it running on a separate 12 volt source?
It easily draws 30A or more when running.

If the pump is within close proximity it can cause interference on the monitor.
