I'm running a HTPC system and I want to replace the 9500PRO that I have with a video card that doesn't need to use an external power connector. I've been looking at 9600XTs' at Newegg and they look like they would fit the bill pretty good. But I wan't to ask around and get a consensus before I click that all powerful BUY button. I have a 9200SE but as you can imagine, its a little too weak for even the light gaming I do... Flight Sims and the such.... Any suggestions would be appreciated...

I'm not sure what your price range is or what you want in a card, but my suggestions would be to spring for the nVidia GeForce 6800 GT if you want the most bang for the buck or 6800 regular if you're on more of a budget.

If that's still more than you can bite off right now, consider waiting. 6600's are coming soon, and I think they'll be more affordably priced but still pretty powerful. Just my two cents.

^ n00b. A 6800 is way too much. My suggestion would be either the 9600 XT like you suggested or a 5700 NU/Ultra. They should suit your needs just fine.
