Help me pic the right Ipad 4

I have someone on my Xmas list that wants an Ipad 4 and I know very little about them so have some questions;

1, Will unlocked versions work with any carrier
2, Are they all capable of 4G?
3, I noticed they come in 16gb, 32gb, 64gb, and 128gb flavors if one goes with a 16gb version can they be upgraded to 32gb or higher later?

1. No. There are GSM version and CDMA version.
2. Yes. But LTE bands have expanded dramatically since iPad 4 first came out. Depending on location, you may not get LTE even though your carrier has coverage.
3. No.

You can avoid most of wireless compatibility issues by buying iPad Air or Air 2. iPad Air is a dramatic improvement over iPad 4 and unless you are paying substantially lower price there is no reason to choose it over iPad Air or Air 2. These days you can find surprisingly good deals on iPad Air or iPad mini 2 with cellular data. Actually they are very price competitive against Android tablets with cellular. (*Sigh* at Android tablets)

On Black Friday, iPad Airs will be $299 and Air 2s will be $399, for the anemic 16GB models. Go for the 32GB or 64GB.
