I wouldn't be opposed to paying if it were a decent photo. It is the principle. He backed out of what he said he was going to do.

Was he paid? He did give you a digital copy to see if you want a better copy or prints. This is how he makes money, otherwise people would just screw him over.

At least he didn't put the watermark over your faces. You can crop out the upper portion of the picture if you're too cheap to get a print from him.

It isn't a great picture, but if it's important to you then pay for it.

edit: It'd be in your best interest to get a print or at least a higher resolution copy. The watermarked version is probably not going to print well. It's going to look bad if you wanted to print it bigger than 4x6.

If the quality would be better when purchased, I would have not problem doing so. But I am not sure it would be.
 
So you're an "elected official" who is at work using a local government computer to waste local government bandwidth, in addition to wasting local taxpayers money, to cry about a $16 digital picture that you think you're entitled to for free because you're some special elected official? Huh, WTF?

The guy makes a living by selling photographs. He provided you with a marked photo so you can decide if you like it and order some. This is standard practice for EVERY photographer.
