Help me make a rock garden (with plants)

I have a fairly small house with limited garden space, but gardening is most definitely not anything I care to spend time on. Even though I mulched this season, weeds still grew in pretty well.

I'd like to switch my garden from standard soil/mulch to rocks with some accompanying, hearty plants that don't require a ton of maintenance and minimal, minimal weeding. Preferably 0.

Where do I start?

A good way to keep the weeds at bay is to put down a plastic liner under the rocks and gravel. Only punch holes through the liner where you want plants to grow. Use a sufficiently coarse gravel to keep it from becoming a growth medium. For the rocks, find interesting that rocks you want to look at.

If you really want to keep the weeds down, find sulfide copper ore boulders for your decorative rocks. The rocks are pretty and the between the copper and the sulfuric acid, weeds won't grow. 😉
