I keep getting stutter during video playback whenever the CPU speed changes. I have Speedstep enabled. I don't remember having this issue before.

What could be causing this? Anything with the Win 10 Creator update?

AMD 290 XFire

Have you tried using a different video player to see if its software related?

Depends. When "CPU speed changes", could it be throttling due to overheating? That could cause some stutter. Normal SpeedStep operation generally doesn't cause stuttering.

Check your "hardware acceleration" features in your video player or browser. Maybe you're using a different codec now, and you're not using the hardware acceleration, so playback is more sensitive to CPU speed.

CPU is a little old. Maybe an upgrade might help. Using old gear like that, it could be anything.

I would check software, and check CPU temps/load. Also get an SSD if you don't have one.

Yeah man, we will need more info. What video? i.e. 4K 1080p? Youtube, Netflix, DVDs, Bluray, etc.? VLC, MP classic, WMP, what?

Some generic advice would be to set power options to high performance, reinstall the radeon software suite, and make certain it is using the 290 for decode, and not the iGPU.
