Yeah, after looking at puppy pics of rotties and dobies, they're are difficult to tell apart. I'm still going to guess rottie, mostly because I see more of those mixes than dobie mixes at shelters. Also, I think a dobie's puppy face would still be a bit longer than the dog's in the top pic.

That looks like a very young, maybe only 2-3 month old puppy. The OPs pictures look like they are probably of similar age, due to the sheer tiny size both are.
As they age, even as only slightly larger puppies, the difference in snout becomes more apparent. But I'd definitely say it's a Rottie in the OP, has the signature shorter snout and coat style, Dobermans have that smooth coat (of course, mixed breed puppies, one never knows what you'll get in terms of coat, or any characteristic for that matter.
We have a Lab/Australian Shepherd mix. Pick a part of the body and it could be either breed. Her litter mates were adorable, puffy fur-balls, bear-like in face. Our girl has the smooth Lab coat and thin face.

You said the two photos in the OP were of the dog when it was littler, got one with it any bigger? The differences in the three breeds will rapidly become apparent even in the few 4 months I bet. The ears are one (natural for doberman, obviously, not the altered style) thing that stand out as obvious, and make me say for sure it's not a Coonhound. If it's a mixed breed it could be either a Rottie or Doberman, but I'm leaning more towards Rott.
