I think somebody left a battery in this camera a few decades ago, and now the cover is stuck.
A light meter does need a battery. Typically it uses a couple of button batteries. The reason that TTL is important is that if the light meter isn't measuring light through the lens, then it's not metering light as the film will see it.

Metering probably requires the batteries be working. But that doesn't mean you can't use it full manual.

What SLR is it?

You need a battery for it.

The sensitive cell of the light meter is inside the pentaprism of the camera. When light passes through the lens it is reflected in the mirror and up through the pentaprism and out of the viewfinder. The intensity of this light is measured by it and you get the reading from this.

Sounds like you're working on a different problem, than at the start of the topic.

Anyway, grab your trusty Craftsman screwdriver and custom grind the tip to match the slot. A proper radius on the end, then grind the thickness till it fits perfectly. You can replace the screwdriver later for free...
