update time:

PSU is not the culprit. the motherboard and hard drive are currently sitting on a pizza box running. Its still getting a lot of errors though i haven't had a BSOD yet.

ran chkdsk /f and came up with nothing. perparing to swap processors to check that.

maybe its the hard drive?

who knows.... not this guy

Biostar M7NCG. There it is. This board has memory compatibility issues. I had one of these; it won't work with GeIL Value Golden Dragon RAM, but it would work just fine with Buffalo RAM. Memtest86 passed just fine for all the RAM, but Windows would BSOD on bootup with the GeIL.

Do you have any other brands of RAM laying around to try? Some people at Newegg say "Corsair doesn't work, use Kingtson." Others say exactly the opposite. But I do see Corsair Value Select mentioned a few times as not working with this board. Apparently no amount of voltage, timing, or MHz tweaking can make the memory work. If the board hates it, it hates it. I don't know if Biostar can or will release a BIOS to improve this.

You can try the latest BIOS from their site though; maybe they did something, who knows. Make sure to get the right one though - they've got an M7NCG and an M7NCG 400. I don't know if it will make a difference, but it might. So be sure you've got the right file.

Biostar motherboard listing.

its actually a m7ncg 400.

i got my 3000+ mounted on the board a few minutes ago and booted it up using my Antec case/PSU. it errored on boot, and had a BSOD when i tried to run IE (instert IE jokes here). i'll mess around with the RAM a little more, then try reloading windows on an extra 40 from our fileserver. one of the other roommates *might* have some RAM that we could try, but he just left and i don't know when he'll be back......

BIOSTAR is not a motherboard company known for its high level of quality.

It can be a bad motherboard.
