Now we are actually getting somehwere. However do you need monitor, OS, speakers etc.? For the use of the computer and your budget it may actually be best to just buy a cheap Dell. It will be more then enough for the tasks you wish to do and it will most likely be cheaper. Dell often has coupons so you can get one for really cheap.
 
if you need a moniter, get a dell by looking on the hotdeals forums every day. Eventually a dell deal will come out and you will not be able to beat it. You can't build a complete computer for under $400, especially amd 64.
 
i think you would be better off buying a dell if you need a monitor and all the other stuff. i think an a64 system would be too expensive for 400. maybe you should consider getting a sempron64. because it would be like, 80 for the cpu, 50 for ram, 70 for mobo, 40 for psu, and 100 or less for the video card. then you can get a hard drive and case too.
