help me find this song!

I heard a really good song on the radio. I tried finding it. It starts off with a harmonica playing in the background i think and its a guy singing about philadelphia and how the city is all he has left.

Its a rock song. I searched and found some wack ass people singing a song about philadelphia. Bruce springstein and neil young and some dude name earl something.

Its not them can someone help me find the artist that sings it? If you do you get a cookie!
