There is law, i can't recall the name of it, that there is 5minute time frame for parking ticket violations for street cleaning, like my ticket was issued according to PO at 9:33 and street cleaning starts 9:30am to 11:00am, on my watch when I went to remove the car it was only 9:28

Just fight it and be lucky they didn't put one of those neon-green stickers on your car.

You're still going to have to go to court to fight it. Just tell the judge that their is a time discrepency since the Traffic Cop said it was 9:33 when it was really 9:25.

The only thing i found was a website for bronx traffic with the following info:

There is usually a 5-minute grace period after a regulation takes effect, to avoid the 10:01 and 10:02 type errors. However, the grace period is not written in stone and a memo exists that codifies it for street cleaning regulations only.

since it's a "memo" ... its not a law, so enforcement is arbitrary. You can fight it, but don't be surprised if you lose.
