Help me Cool my System.

Recently I upgraded my system from a 3000+ and 6800 to a 4000+ and a 8800GTS. The 3000 usually ran 32 idle and 37/38 load using the stock HS/F and with the side of my Raidmax X-1 case on. I installed the new components using the same Zalman thermal paste i used for my 3000, but now my 4000+ runs a little too hot for my taste: 38 idle 43-45 load with the side panel on. Not to mention it sounds like a harrier jump jet take off under my desk. When I take the side panel off, temps drop to 35idle/38-41 load. I want to keep the side panel on, but retain the temps I had with my old 3000+. My cabling is fine, nothing at all in front of the cpu. Any ideas?
 
You shouldn't be worrying about CPU temp until it starts going over 60 deg C on a regular basis - temps in the 40s are excellent! CPU fan noise is a separate issue and there are several relatively quiet fan options for nearly every size of fan with which to replace your CPU fan . For example, it seems that AMD uses a 70x15mm fan on some of their heat-pipe coolers and Those are notoriously feisty. Nexfan et al. carry the Evercool 70x25mm fan that can be cranked down a bit (fan controller) and still cool well. I'm using one on my heatsink (not an AMD OEM heatsink) and it works great.

Cut out the fan grills in both the front intake and rear exhaust of the case. Replace the rear one with a wire grill. Get rid of the door too if possible.
 
Your temps are fine.

To cut down on noise you can enable fan control over the CPU fan (I think all DFI boards have that feature) to cut down on the RPMs at idle, and have it increase speed as the temp rises. Your idle temps will be higher as a consequence but the load temps are what is important and that should remain the same.
