help me activate phone

went to verizonwireless.com to activate a used phone bought from a friend. I had my account susspended for 30 days and now i would like to activate a new one. However when i entered the esn it said it was unable to activate....i tried every set of numbers/letters on the phone, why cant i activate?

the phone is an LG VX3200
