HELP - luggage handle broken

My significant other got some new luggage recently. On our first trip, the handle that you pull up to pull it when you are walking is broke. Its stuck up. I had my laptop strap slung around the handle, she thinks that must have caused it. But I have no idea. I banged on that motherfuker HARD, but its not going down.

Any ideas how to get it to go down?

I fixed a smilar issue. One of the "pins" that holds the arms out is stuck. You need to take it apart and fix it.
 
You might want to see if the bag is just over-packed. A couple of my spinner bags when they are a bit too full can cause the raceway to flex just enough to not allow the handle to drop down.
