Help looking for OS systemwide audio equalizer

Hi, Anyone know of some software that produces an effect on all audio outputs by the OS? I would like my winamp, windows media player, and hulu / youtube to have the ability to equalize sound or apply dsp effects & normalization.

Is there something that auto-corrects gain & volume levels of internet media. Anyone know of software or perhaps a browser plug-in? Thank you for your time.
 
Windows 7 has Sound enhancements that can provide most of your wishes.

Look at the Control Panel/Sounds/Plabback properties.

Edit: I found the enhancements. Going to give them a try. However I don't see an equalizer. Hopefully these effects will help boost low-volume audio on hulu/youtube. Thx again.
