Wondering if any of you photo gurus have a Photoshop CS action that creates a 'sloppy border' for any size photo and allows you to add a caption?

Basically, I want to do this with a batch of pictures -

I remember a few years back I found something that worked really well but I can't find it anymore ... now all I find are a bunch of links from google but all of them are paid and at least $99 🙁
