HELP! LCD monitor - display all smeared and blurry

Sylvania L15 15" LCD monitor
GeForce2 MX 32mb video
Athlon 900ghz processor
384 mb RAM
Running Win98SE

Suddenly, like over night, my monitor has become almost unreadable.
The icons are smeary looking.
When I open a window, lines extend from the window across the background to the left and right. When dragging the window, the lines drag with it. Everything seems to have horizontal stripes on it - even the solid color background on the desktop.

I have adjust every single setting I can find on the monitor.
I have reinstalled the monitor drivers
I have reinstalled the video card drivers
I have taken the monitor to another computer and found that it works perfectly there. (Note: When I did this, I took its video cable too so therefore I have ruled out the cable as being the problem)
I have reseated the video card and cycled power on the entire machine (including the monitor).

I have run out of ideas. :disgust: What could cause this problem? Could my video card have gone bad?

Video card is kaput . Put video card in other computer to rule out the possibilty of it being your motherboard. Also try the other computers power supply in the computer the video card is in now. In case the PS isn't supplying enough voltage for the card.

Oh....that was really NOT what I wanted to hear. :(
I was really hoping that I was having a blonde moment and that there was a setting somewhere that I'd forgotten to check.
Well I did as you said and swapped video cards.
Sure enough, the problem followed the card. Sigh.
I opted not to switch power supplies. Given that the problem followed the card it's probably not a power supply issue, right?

But I thank you very much for your very prompt and accurate response.

*mumbles grumpy thoughts as she fishes the Thanksgiving sale ads out of the trash looking for a new video card* :disgust:

If the problem followed the card, then you have your winner (dead card). Good luck finding a replacement. I just sold a possible candidate in my FS thread.

Hm....looked for your FS thread and didn't find it. Does FS stand for For Sale?
Perhaps I looked in the wrong place?

And yes I could use some suggestions.
The machine with the dying card is my oldest. I am thinking of taking my GeForce2 GTS 32 from the machine I use the most and shifting it to the dying one.
Then I can upgrade my main machine which is:

shuttle ak31 v3 kt266a mobo
AMD xp1600 cpu
512 mb ram

Obviously the machine isn't really worth going with the high-end video card. The motherboard supports up to 4XAGP. So I could use a middle-of-the-road card.
Suggestions are certainly welcome.
I do play games on this machine like Asheron's Call 2 and Warcraft but I think that any of the halfway decent cards can handle them.
I do not plan to do any overclocking or tweaking. I prefer to use them right out of the box. I have too many darn problem with my computers to risk introducing more.

you should have no problems running a better than middle of the road card.
get the radeon 9600pro. even though it's 8x, everyone on here says that 4x won't choke it one bit.
