HELP!!! Ive a very wierd problem Ive never seen and cant fix

Thanx for looking at this thread. Im having a very wierd problem. Windows starts up ok, but when I get to desktop I cannot click on most any icon, start menu button, 'x' button to close out windows nothing. I can right click and bring up the small menu but cannot click on anying in the menu or the 'x' to close it. When I hold the cursor over the start button or x or anything else the buttons do not light up or change color like they usually do to signal your cursor is over them. Ive tried other mice and know its not the mouse.

I have a all new parts and this problem only started after 2 weeks of good operation. Ive an AMD 6000+ witha zalman 9500 on it. The mobo is an Evga 590 SLi. Psu - BFG 650W, RAM - G Skill 2x1gig 4435 2T (currently at default settings 5-5-515 2T 1.9W), BFG 8800 GTX OC2 640mb, Western digial 74 gig raptor, and 150 gig Raptor X, Antec P180B case, 2xDVD roms and a Fatal1ty X-fi sound card.

Like I said everything worked fine for a couple weeks then this.

HELP me figure out if I can fix this. If its not fixable then which part/parts do I rma??

I not only reinstalled windows, I rant dban and used the department of defense 7 layer wipe to clean it good. then I wrote zeros over the whole disk to blank it out and then formated and installed windows fresh.

still got the same problem after that!?!?!?!?
