Help: ISP assigned my NIC a number the cannot be shared on LAN.

QUESTION: Why is this 24.xxx NIC's IP number causing XP to not be able to share this connection
Can I get around this being that the ISP won't recongnize or respond to any other IP assignment?

HISTORY:
I am (was) using a router to share Inet with 1 or 2 other computers on a home LAN.
Had a lightning hit that took out my cable modem (Scientific Atlanta) and possible my new 3Com 510 router WAN port.

Charter Cable replaced the modem and I am now trying to set up Inet sharing on a hub.

The NIC that the modem is connected to has been given an IP of 24.19x.xxx.23x.by my ISP.
Because of this assignment, I cannot set that NIC to share it's connection in Wxp.(Wxp wants to assign it 192.168.0.1 for sharing).
When manually assigning this nic another IP number (192.168.0.1), the gateway won't recognize it and cannot access the web.

I have the LAN working but cannot share the Inet connection.
I cannot ping the DGateway IP either from the other computers.
I can ping all of the nic's from each nic. if I use the 2nd NIC as the default gateway (192.168.0.1).

Here is my connection:
Computer A: (2 NIc's)
NIC A1 - connected to modem and assigned 24.19x.xxx.23x by ISP.
also the ISP is using 255.255.255.129 as the subnet .
It has also given a def.gateway to be : 24.19x.xxx.12x.

NIC A2 - connected to hub. Given IP 192.168.0.2 and same subnet as A1.
def. gateway: 24.19x.xxx.23x.

Computer B: (1 Nic) connected to hub. Given IP 192.168.0.3 same subnet as A1.
TCP/IP settings: def gateway: 192.168.0.2

This is my problem with using XP's ICS wizard:

However, XP ICS is missing some features of those earlier versions. You can't disable the DHCP server, change the server computer's IP address, or change the range of addresses allocated by the DHCP server.

Consider these points when deciding whether to enable ICS.

WARNING #1: When you enable ICS, the network adapter connected to the local area network is assigned a static IP address of 192.168.0.1. The client computers are assigned other IP addresses in the 192.168.0.x range. These addresses may not be compatible with an existing network

Looks like the $20 solution is the answer.
I really think I need to be looking into some lightning protection. This is the 2nd router.

Go to a Radio Shack store, and buy item # 15-909 Grounding block for $2.99.

It solved a similar problem in my case.

I installed a LINkSyS and everything works again.
The LinkSYS is faster than the 3COM510 and easier to setup.
Just plug and set all NIC to auto config and go.
Maybe have to tinker with firewalls a bit, but this was easy.
(brother-n-law deal. traded a car for a few days and he donated his wired 8 port since he don't need it anymore since he went wireless.)

The ground lug is my next fix. Looks like cheap insurance that just might work
