help, is my mobo dead??

when i turn on the pc, the fan of the powersupply spins for just a second. soi decided to test if the powersupply is dead using a pin attached to green and black wire of the 20 pin cable. then it works, the power supply is working. so I put it back the cable to the board then attached the 12volt 4pin for the cpu and the problem just occured. please help
 
Was it running before this? If so, has anything changed since it stopped working (new hardware installed, BIOS updates, etc)?
 
nothing has changed. I also removed the processor and test again but again the power supply spins for just a second and stop. when I unplug the 12volts power connector the power supply spins continously.
