HELP!! INSTALL PROBLEMS

Whenever I try to install windows on my girlfriends computer I can't get past the screen that asks you to press F8 to agree to the license agreement. All the other keys work on the keyboard except for all of the F1-F10 keys. What's going on? I've tried plugging the keyboard in with just USB and it doesn't work. I've tried using a USB to PS/2 adapter and that doesn't work. As it stands right now I can get into the BIOS and all the F keys work except when I try and install windows. I've never had this problem before. The type of keyboard is just a logitech USB keyboard. Please help I need to restore her computer and I can't get past this step.
 
It's a Logitech Elite Keyboard... I don't see how F-Lock would help the problems of installing windows XP from CD-ROM because windows isn't even loaded at that point. If F-Lock does work how do I get to it?\
